I have no idea what's going on.

Unless Noens is the one running the base and is experimenting with chemicals that make people crazy.

I know I'm a diehard Noens fangirl but tha's the only thing that makes any sense to me right now.

--In Rubre society, prisoners and those orphaned/taken from their parents before the age of 15 belong to the state indefinitely unless they marry a free person or appeal for their freedom, and are granted it. It's a practice that's basically dying out since it's embarrassingly easy to gain one's freedom, but it hasn't been eradicated entirely because many live off the benefits slavery provides (with the alternative being poverty) AND because government officials such as Noens like to keep certain people under their thumb, i.e. Guy and his sister. Guy has tried to apply for his freedom, but he's repeatedly been rejected.
